About the program
This program supports the introduction of home energy ratings in New South Wales by delivering subsidised home energy assessments to households. The program is intended to test market appetite for subsidised home energy ratings, research key aspects of disclosure including consumer willingness to pay and assessor business models that will be vital to inform the transition to mandatory disclosure and provide a pipeline of work for new and existing assessors.
This program is funded by the NSW Government. ZapCat has been engaged to manage this project, including connecting assessors with customers and processing subsidy payments.
Why participate?
By participating in this program as an assessor, you will:
- Receive customer enquiries from households seeking assessments, to help grow your business.
- Build a track record of delivering Home Energy Rating Certificates, positioning yourself strongly ahead of potential mandatory disclosure requirements.
- Contribute to improving the program for all assessors by providing feedback to the NSW Government.
How it works
- Eligible assessors will create a profile and receive enquiries from customers who want a Home Energy Rating Certificate.
- The assessor will complete the assessment and invoice the customer for a flat rate (see below).
- The assessor will upload the invoice and Home Energy Rating Certificate for verification and will then be paid the subsidy amount.
- Both customers and assessors will be surveyed for their feedback.
Rates
Assessors participating in this program are required to charge the assessment fees set out in the table below. These fees have been established for the duration of this pilot program only and apply to all assessments delivered under this pilot program.
Assessors will first nominate a standard service area, where a flat fee applies and then an extended service area, where a higher flat fee applies. Both flat fees are inclusive of GST, travel and certificate costs.

Customer Allocation
Customers within standard service areas will be allocated to eligible assessors on a round robin basis.
Customers outside standard service areas but within extended service areas will be allocated to the nearest eligible assessor.
Assessor Eligibility
To participate in the program, you must:
- Be an accredited NatHERS for Existing Homes assessor and maintain your accreditation through the duration of the program (including meeting accreditation requirements such as insurances and CPD, among others)
- Service locations within NSW
- Agree to provide assessments at the agreed fixed rate within your nominated service area
